Here's a simple but limited way to view New York City Borough, Block, and Lots (BBLs) on a map.  It is limited to 1000 BBL's or so. See Link  to an example or build one yourself using this one as an example: https://taxhistory.brooklyncoop.org/view_app.html?4142600001 The parameter can be a comma delimited list of BBL's For example,  https://taxhistory.brooklyncoop.org/view_app.html?4142600001,4120930020 shows:

If you or your friend is on the list, you should contact New York State at (518) 457-2036 See  http://www1.nyc.gov/site/finance/benefits/landlords-star.page Where is the association or group that helps property owners?  It seems as if everyone has a group but the small property owners of New York City should organize better.
