In mid-March, the de Blasio Administration declared that health and human services providers would continue to get paid even if they could no longer meet their contractual performance targets due to the pandemic. NYC Council Website is not used by the average person

Please look at the statistics. Most of the traffic on our NYC Council website is from desktops while the world has moved to mobile devices. This seems to suggest that the site is simply too hard to use by mobile users. One visit to https://legistar.council.nyc.gov will confirm this. In fact, as recent as September 2018, the site did not support secure https connections, it appears.
